Conclusion
The task of EUREF has been to further develop the German breast cancer screening programme by advising and preparing the RCs for certification,
as they take the lead and responsibility for all aspects of monitoring of performance,
data collection,
training and research.
The evidence accumulated over many visits both from EUREF’s own experiences of case review and the documented results is that the RCs are operating at a high-quality level both professionally and technically and should be regarded as fully capable of fulfilling their allotted duties.
There is a high standard of leadership and professional performance within the RCs with excellent motivation of all professional and administrative staff.
Comprehensive quality assurance and quality control systems are in place with the purpose of monitoring standards and performance indicators,
carrying out random checks,
and maintaining regular re-certifications of all units and these have resulted in demonstrable improvement in service level.
Especially impressive is the successful attempt to impose a centralised programme in terms of quality assurance and quality control on a decentralised health care system.
